Everyone knows it can be great to see a storyline that you like but... you don't know where you fit in! Below are some ideas!
Different Character Roles (suggestions only!)
1) Ocian. This is a role that will sort of happen later on, right now the conflict is between Wherldians. An Ocian may feel sympathy or try to help some Wherldians. They absorbed them into their galatic empire, but they are not an evil, hateful force. They just want Wherld to pay its 'taxes' to them.
2) Wherldian (employeed). This would be an Enforcer (police officer). The Enforcers are the ones that run the jails and manage the prison work program. When someone needs to be arrested? They assign people to do that. Basically, Enforcers ultimately do very little of the policing, but manage who they send to complete city tasks-- fixing roads, picking up trash, arresting people, you name it... anything that falls into an undesirable job category is what they do. Enforcers are not inherently evil, but they have a power over the inmates that is largely not supervised by their management, which makes it easy to abuse the authority.
3) Wherldian (unemployeed). This is going to be a desperate person. No money, no job, no food, no where to go. Very much just trying to survive and not get arrested.
3) Wherldian (Prison Worker or PW): This is going to be your shock-collar people. The ones that have an Enforcer to report to, a sentence that needs to be completed and a lot of dislike for the system. They are not super-hardened criminals, but it's be a dog-eat-dog world for as long as anyone can remember. Wherlidan inmates are generally poorly regarded since they are typically arresting friends, etc, that were not different than them. So they have a lot of tension with people they know as well as the Enforcer.
Where do you start? Where do you fit in?
Our characters will be based out of Eau Noir. These are some of the issues currently plaguing the town that you can hop on (of course, these are suggestions, people who get the general jist can do whatever comes to mind!)...
1) Enforcer corruption. Be a corrupt enforcer, or be the uncover agent looking for them. Given the history of the world and lack of oversight, the corruption must be pretty sever if anyone is being sent in to look into it.
2) Ocian help. Be the wealthy offworlder who sympathizes, trying to repair some of the economic and social inequalities. You could be secretly housing some wanted 'fugitives' from the Inmates that are sent to locate them. You could be the Inmate assigned to investigate the Ocian (maybe you hate them, it was the war that caused the economic collapse of your planet) and try to catch that they are harboring someone. This is difficult to do! Ocians are not to be messed with, they are not mean people but they are the race that took over your planet.
3) Inmate mission. This is going to be a never ending list of crap-work that your character is going to have to go through. Arresting friends if you have to. Picking up trash. Your character could be asked to do a variety of things, but never anything high profile (on account of being a prison worker). Your character could be forced to rob a bank by their corrupt enforcer. Your character could be forced to do a lot of things, so you need to work out what you are and aren't okay with with your Enforcer.
4) Inmate to Free Man. As you can tell... employment is rough. Once your character finished their sentence and is free... it's going to be very, very difficult not to get incarcerated again. Gotta steal to eat, right? Inmates do not always report to the same enforcer, so characters are going to have different enforcer experiences. Some Enforcers will be very by the book, others maybe lecherous and greedy. Some Enforcers and Inmates may even come to like each other.
5) Free man (so far). Maybe your character just hasn't been arrested yet!
